A "C-Drive" subscription for "N-users" allocates for you a certain "resource capacity" (CPU, RAM, Disk) to host applications for approximately "N" users.
However, you are not restricted to only "N" users. You may choose to add more users to the applications without affecting cost of your subscription. However, since the underlying resources are fixed according to the associated subscription, you may need to allocate more "resource capacity" once you start hitting the limits of CPU, RAM, Disk.

Apps are installed in VMs and Containers within a VPC-Network. Each VPC-Network is enabled for IPSec VPN for securely connecting (on private IPs) from On-premise or Private Cloud. Also, your applications in the adjoining VPC-Network (different network within same VPC) could access C-Drive apps securely, on private IPs (NWACLs would need to be added to both networks).
